James Orengo was born on the 22nd of February, 1951 in Ugenya constituency in Siaya County, Kenya Colony to Apolo Stefano Olunga Orengo and Josfina Atieno Olunga Orengo. He started his early primary education at Ambira Primary School. In 1965, he enrolled at the Alliance High School for high school.
He further proceeded to the prestigious University of Nairobi in 1971 to study law. While in the institution, he contested for the position of the university president in 1973 and won. He graduated from the institution in 1971 with a Bachelor of Laws LL.B.
He later at the Kenya School of Law, and subsequently passed his bar examination and thus admitted into the Kenya legal Council.

Career and Activism

James Orengo has been involved in political activism since his days as a student leader at the University of Nairobi. During those days, he used to lead his fellow students in protests against issues that he felt needed changing both at the university level and at the national level.
In fact, at a point in his life, he had to flee from Kenya for his own good. To escape Kanu's regime, he was exiled Uganda, Tanzania and Zimbabwe in the early 1980s.

Involvement in Politics:

In a by-election in 1980, James Orengo became the youngest MP at the age of 29 after being elected as a member of Parliament for Ugenya Constituency. In December 1992, he was subsequently elected as an MP on a FORD-Kenya ticket. In 1997, Orengo was re-elected in December 1997 on a Ford-Kenya ticket.
In 2002, he lost his seat in the parliament when he contested for the Presidency on a Social Democratic Party ticket. He finished fourth in the presidential race, polling just 0.4% of the votes.
In the 2007 elections, Orengo won the Ugenya Parliamentary seat on an ODM ticket. He had been out of parliament since the 2002 elections after losing the seat to Archbishop Stephen Ondiek.

James Orengo was sworn in as a Minister for Lands in the new Coalition Government formed by the National Accord Act of 2008.

In 2013, Orengo was sworn in in 2013 as the senator for Siaya County and re-elected for the same position in 2017. In 2018, Raila Amollo Odinga, Orengo's party leader chose him to replace Moses Wetangula as the minority leader in the Kenyan Senate.
In 2019, he was appointed by President Uhuru Kenyatta and Raila Odinga as part of the task force team to implement Building Bridge Initiative (BBI).
