Mahmood Yakubu is a Nigerian academic who is currently serving as the Chairman of the Independent National Electoral Commission (INEC). He got the appointment on 21 October 2015, succeeding Amina Zakari, who served as acting chairman. Prior to the appointment, he served as the executive secretary of the Tertiary Education Trust Fund, being appointed to office in 2007 by then-President Umaru Musa Yar'Adua.

Mahmood Yakubu was born in May 1962 In Bauchi State, Nigeria. He had his primary education at Kobi Primary School. After obtaining his First School Leaving Certificate, he enrolled at the Government Teachers College, Toro for his secondary education, graduating in 1980 with a Grade II Teachers’ Certificate.
The same year, proceeded to the University of Sokoto (now Usmanu Danfodiyo University) for his undergraduate education. From 1983 to 1985, he was on the Federal Government Merit Award scholar. He graduated in 1985 with a first-class honours degree in History, winning the Waziri of Sokoto Prize for the Best Graduating Student and setting an enduring record as the first student from Northern Nigeria to graduate with a first-class in history.

After completing his compulsory one-year National Youth Service Corps Service (NYSC) where he worked as an academic assistant in the Department of History, University of Jos, Mahmood enrolled at the University of Cambridge, United Kingdom with the Cambridge Commonwealth Trust Scholarship, obtaining a Master of Philosophy (M.Phil) degree in International Relations in 1987.

The same year, he proceeded to the University of Oxford for his doctorate degree with the Commonwealth Scholarship, obtaining the Doctor of Philosophy (D.Phil) Degree in History in 1991 at the age of 29 years.

He also went on to become a three-time recipient of the Overseas Research Scholarship, and also won the Commonwealth Scholarship from the Association of Commonwealth Universities.

Prof. Mahmood holds the Doctor of Laws (Honoris Causa) from the Usmanu Danfodiyo University, Sokoto, as well as the Doctor of Letters (Honoris Causa) from the Ebonyi State University, Abakaliki and Ambrose Alli University, Ekpoma. He is also a Fellow of the Historical Society of Nigeria and the Nigerian Institute of Public Relations.

Career

Mahmood Yakubu began his academic carer in 1986 as a  Graduate Assistant at the University of Jos, from where he proceeded to the UK for his postgraduate studies. On his return to Nigerian in 1992, he started working as Lecturer I.

In 1993, he moved to the Nigerian Defence Academy, Kaduna, where he rose from a Senior Lecturer to the rank of Reader in 1995. He served as the Head, Department of History from 1994 to 1995.

He became a professor in 1998 and between 1998 to 2000, served as the Dean, Faculty of Arts and Social Sciences and Director of Academic Planning. He was a Member, Armed Forces Selection Board from 1998 to 2003 before becoming the Dean, Faculty of Arts and Social Sciences for a second time from 2002 to 2004.

In 2004, he started serving as the Chairman, Management Board of the Staff School, a position he held till 2006. He was also the pioneer Dean, Post Graduate School, after serving between 2004 to 2006.

In 2007, Professor Mahmood Yakubu was appointed as the Executive Secretary of the Education Trust Fund (ETF), which later became the Tertiary Education Trust Fund (TETFund) by then-President Umaru Musa Yar'Adua.

In 2013, he was awarded an honorary fellowship to the Nigerian Institute of Public Relations. He served as the Assistant Secretary of Finance and Administration at the 2014 National Conference.

On 21 October 2015, he got appointed as the Chairman of the Independent National Electoral Commission (INEC), a position he still holds till date. He succeeded Amina Zakari, who served as acting chairman.
